Femme Noir by Phong Hong is a whimsical yet modern dress collection that pairs classic vintage concepts with innovative design. Designer Phong Hong received the inaugural Fashion Angel Award 2009 from The Department of Cultural Affairs of the City of Los Angeles and the organizers of Downtown LA Fashion Week. The Femme Noir line debuted at LA Fashion Week’s Emerging Designers runway show.

Phong is a graduate of the Fashion Institute of Design and Merchandising (FIDM) in Los Angeles and the University of California, Berkeley.
